Privacy zones and moving object masking

I think there should be a way to protect the privacy of your neighbors across the street.

I'd like the ability to draw blackout boxes. These boxes could cover neighbor's windows, property, or personally identifiable information, such as street signs.
The camera would learn what is typically static in that blackout area and use it as a negative for what gets recorded, causing a black box over a static background.
When a moving object (car/person/animal/other) enters the blackout area, the camera would mask the moving object over the static background as not to lose information about the object, while maintaining the privacy of neighbors.
