Does Thermostat control valves (overwrite of valves own measurements)?

Hi,
i recently moved and took my 3 netatmo valves i have to my new house.
THe problem i have is that in the new house at the position of the valves on the radiators, the room temperature cannot be measured (One is a convector radiator in the floor).
So can i now buy a Netatmo thermostat, without connecting it to the boiler, and have it measure and regulate the valves for the room the thermostat is in? Will this work?

And you have boiler or not?

Sure I have a boiler. It has outside temp dependent water temp. Need to keep that because of other rooms with normal valves, so cannot have the boiler controlled by the thermostat.
But my question is not answered: can/will the thermostat control the valves if combined? A simple yes or no is enough.
There are several other systems out there which do this, but I cannot find it in the description of Netatmo. Do not want to spend €150 for something which does not work. Otherwise will switch to another brand/system.

Its better, that all radiators have own valve. But you can use thermostat with relay. It can use also oustide temp ;)
