I had the same issue with you and I found a solution based on home automation. If you are a HomeKit user you can try the following guide:

The key part of this solution is that all the valves are connected to one thermostat so the thermostat knows the actual position of every valve and is able to manage them accordingly.
If you aren’t HomeKit user you can run a home automation server like Home Assistant and create the same automations as the guide above mentioned.

I have an interesting case now
I cannot remove the heads from the relay ( Starter Pack Valves).
I have error domain: API.APIerror code :13
After a factory reset the heads are visible in the relay.

So are those different Valves now?
Because your initial post was about a Thermostat/Valves combo and you can‘t add a Thermostat to a Valves‘ Relais, it only works the other way around.

Yes they are different valves
I have four thermostats and two starter pack velves + 8 additional valves.
I have 12 radiators in my house on three floors.
I am testing different configurations.
I guess through my testing something went wrong .
Now I have this API error on the relay from the starter pack velves .

For now, I have connected five heads for testing.
The rest of the valves are still originally packaged.

Now I know that the valve can control the thermostat ( turn on boiler) and the thermostat cannot control the valve.
I thought I would have a thermostat in each room as a temperature reference for the valves. Unfortunately, as I now know, this will not work.
