Advanced settings screen does not open

The Settings/ Advanced settings screen does not open.
It is checked it on 2 iPhones for 2 accounts – the same result.

My nephew initially found it and he told this issue exist several months already!
Do you know why this happens?

Same problem on mine.

I was trying to add a guest account access which I believe should be in the Advanced settings.
