Delay in switching off the boiler

Hello,
When a valve in a room reaches the set temperature and it closes the relay keep the boiler switched on for a minute or so.
Why the boiler is not switched off immediately when the valves are closed? This is a waste of energy and I think that recirculating the water inside the boiler can damage it over time.
Is this happening only to me? Is this behavior by design?

Today I have measured the time:
- The valve is closed when the room temperature is reached.
- After 1 minute and 37 seconds the relay switches of the boiler.
This happens 100% of the times.
Why the boiler is not switched off immediately once the valve is closed?

Actually it would make sense to switch boiler sooner than valve as (for example) my boiler is keeping waterflow for a while after boil signal is off.
